Following on from yesterday’s press briefing by the authorities, here are the guidelines concerning measures specific to physical, leisure, sporting and outdoor activities. In general, government authorities are asking that every effort be made to reduce contact between people. As a result, as of January 9, the following measures will apply to the entire territory, with the exception of Nunavik and Terres-Cries-de-la-Baie-James. Please find below details from Dominique Breton, Assistant Deputy Minister, Recreation and Sports.
Curfew
A curfew will be in effect from 8pm to 5am. The opening hours of practice areas, facilities and infrastructures will have to be adjusted to allow customers and employees to respect this curfew.
Activities in a public place OUTDOOR
Activities must be carried out alone or with occupants of the same private residence or its equivalent. At all times, the physical distance of 2m must be respected, except for members of the same family. Please note that competitions and spectators are not permitted. The number of people present is determined by site managers, according to the capacity of a venue or infrastructure. It must be such as to restrict contact between people, so as not to create crowds. Reception capacity must be indicated, along with a reminder of sanitary instructions. Access to facilities allowing participants to prepare for the activity (putting on skates, waxing skis, etc.), warm up or eat their lunch is permitted, in strict compliance with current health regulations. Changing rooms must remain closed. Wherever possible, participants are asked to arrive ready for their activity. In outdoor areas with controlled access, traffic must be managed.
Activities in a public place INDOOR
Indoor sports and leisure activities will be banned from January 9, 2021, with the exception of physical education classes and special programs in school settings, training for identified athletes and professional sports that have received authorization from Public Health.
Training
Private lessons and supervised training are not permitted. However, training for those responsible for ensuring the safety of participants in free practice is authorized (e.g. lifeguards, ski patrollers, etc.). Such training must be conducted in such a way as to ensure the strict application of distancing measures and the absence of contact between individuals.
Olympians training
The special Public Health provision granted last fall remains in force. As a result, athletes identified as “excellence” level, their training partners, when essential, and non-carded athletes pre-qualified or qualified for participation in the Tokyo and Beijing Olympic and Paralympic Games are authorized to continue their training at the Institut national du sport du Québec complex, the 18 single-sport training centers and training sites specific to the target clientele. Strict compliance with the infection management protocol entitled “Normes INS Québec COVID-19” produced by the Institut national du sport du Québec continues to apply.
